I believe it is just a regulation carried over by the public lands people in regards to chainsaws, which can produce sparks due to the short distance between combustion and exit. The distance between the exhaust exit and the actual combustion chamber is too great for there to really be any threat. Yes there has never been a documented incident where a fire was started by a spark from a dirt bike exhaust. We even came across a still burning campfire in the middle of nowhere and the morons had left. Plenty of other idiots around that leave glass bottles (ideal magnifying glass) and other stuff lying around. Never had a fire as we do watch out, specially with the down pipe on 4 strokes.
